So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Sorry for the adjudication delay, neither the tournament directors nor I were able to run the results this weekend... so here they are now. Russia sails back eastward, England builds a fleet just in time to defend a home center, and France NBRs. Since it's already Monday, we'll apply the modified schedule we used during 1902 throughout 1903 as well. Spring 1903 orders will be due Wednesday 4/14 at 3pm Central (US) / 21:00 GMT. Prelims are strongly encouraged!
