Normally End Game Proposals are submitted with the Spring and Fall moves. However given that I will call the game DIAS by the end of next year, (barring changes in the stalemate line), I will submit the DIAS proposal I received this morning.

A DIAS has been proposed, votes are due with the Spring moves.
