So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

England retreats to Helgoland. Germany retreats westward and gives up his Scandinavian army. Turkey scuttles both fleets, Russia raises an army, and Italy builds one of each.
