I believe France is past this 4-turn threshhold. Not sure about Germany, but your GM can confirm if he has or not.

Actually, this is a really good point. As long as they have centers, there can be no draw. If they have both stated their intention to abandon, I say we can call their countries in CD and forget about their votes, but, as per the discussion we had about proxies, this might not be possible.
