Actually, this is a really good point. As long as they have centers, there can be no draw. If they have both stated their intention to abandon, I say we can call their countries in CD and forget about their votes, but, as per the discussion we had about proxies, this might not be possible.

Ahoy! Seems like a long time since last winter. This spring, in addition to TUrkish advances and EnglandReally wanting to get into the North Sea, a TIER draw has been proposed. Votes with your fall orders, if you please. Please note that Russia NMRd as well, bringing the NMR count this turn to three. No retreats, so Fall moves on thursday. Remember to vote!
