Austria "retreats" northeastward to Ukraine and scuttles his fleet.  Germany raises 3 armies, and banks a build for next year if he can hang on to the extra center.  Italy raises an army in Venice.  Turkey builds 2 armies and a fleet.  England, France, and Russia all fail to submit orders, so their respective dislodged units are removed, and tournament rules are applied to remove France's army in Yorkshire rather than the fleet in supply center Liverpool.
