The only issue is the colour of the map, right? Everyone got the right
amount of builds/disbands, so I'm not sure there's any problem is there...?

builds. I relooked at the program I am using and way back in the
Winter 1908, when I colored the map, I accidentally colored Rumania as
belonging to Turkey rather than Austria. I then perpetuated the error
over 1909. So when Turkey moved to Rumania in the Fall1909, Rumania
officially changed hands.
For now the map is correct. However, if you would like I can run it
up the chain to the Tournament Directors and see what they think we
should do.
