First of all let me say that I'm very pleased that all is OK with Grant and his family. It's important to remember that Diplomacy is only a game, and that there are some things far more important than this.
Even though I feel sympathy for Grant and his position, and I'm sure that Grant is being honest in saying he sent me moves before looking at the adjudication, I'm unwilling to readjudicate the move set - let me try to explain why.
I received Grant's moves at 0010GMT Monday 11 July, four hours ten minutes after the deadline, and three hours 58 minutes after I had adjudicated the moves for the turn. One way of looking at the deadline is as the earliest time that I can make the adjudication for the turn. Whilst I'm happy to accept moves any time up to the adjudication, once the deadline has passed you should all assume that the adjudication can be made any time after this.
As Gerry said, it's a good idea to get some preliminary moves to me well before the deadline even if you think you might subsequently change them. Also, I am more than happy to delay the deadline for any of you, should real life get in the way of finalising your moves.
Given the circumstances, and the fact that I believe the NMR to be in extenuating circumstances, I think the fairest way for me to proceed is to refuse the request to include Grant's moves this time, but to ignore the NMR - i.e. not record the NMR as a black mark against Grant's profile, nor to hold strictly to the rule saying 'two consecutive NMRs and you're out the game' (as happened to the original Russia and Turkey in this game). I hope you can all understand the position I'm in here.
Please submit your builds and disbands by the deadline 2000GMT tonight (Monday 11 July), the deadline for Spring 1906 is Sunday 17 July 2000GMT.

This is Jerome's call and Grant did miss the deadline. Without trying to sound like a nag that's why we try and send provisional orders early ( something I don't always practice ! )
Given the circumstances though I would agree to let the orders stand give Brian's qualifier.

The time that emails are sent is displayed on emails through gmail (Im assuming it is the same with hotmail, yahoo etc). That should be some sort of evidence of the order this happened in. Im not sure if there is a way to detect the time that somebody opened an email that you sent to them - if so, then there is proof.

If ALL other players are happy to accept my moves would it be possible to submit them? (obviously I wont say what they are because this could affect decisions - I have sent them to Jerome though).
