Dc142 Spring 1902

Sorry for the long delay in adjudicating. There was a personal matter i need to deal with. Unfortunately England did not take that opportunity and failed to get moves in. This is England's first NMR. If England fails to submit moves for Fall 1902, i will have to declare England in CD.
