So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

I could not locate build orders for France. Andrew, if you sent them to the Orders box, you still have a chance... but I need evidence within 24 hours. Spring 1902 orders will be due Monday, January 30 at 3pm Central (US) / 21:00 GMT. As always, prelims are encouraged! For those who aren't already aware of this, I typically do not have Internet access on weekends - though I'll need to check for French builds tomorrow.
