So... if we are the same person, then why not propose a G/A draw?

Diplomacy is an odd game in the sense that it's difficult to know
where the game stops and real life begins. Imagine being in a pub
playing Monopoly. One of the other players offers to buy everyone a
drink and asks another player to come to the bar to help them carry
the drinks. Fine. Now what if the game was Diplomacy? Is (s)he just
being friendly, or are they up to something?
Right, there's a proposal to award Germany the solo. Vote Yes if in
favour. Any failure to vote will be taken as a No.
Due to the length of time Turkey has NMR'd, any failure to vote by
Turkey will be taken as a Yes vote in favour of a German solo.
Are G and A the same player? If they are
then they're very cleverly
using different IP addresses when sending in orders. When they both
come back from the bar with our drinks, I hope they thought to get
some nibbles too.
