Harnish - to confirm to the whole list - if this passes, then non-eliminated powers still get 4 survival points and the .1 per dot. Correct?

There a vote to award the victory to Austria - France - and Germany.
Vote Yes by Friday 18:00GMT if in favour. A No vote, or not voting =
No.

An NMR from Turkey will be treated as a Yes vote. No vote from any
other power (even if they had no build/remove orders to submit) will
be treated as a No vote.
