*Draw Fails, but is Proposed Again!*
*Lots of Winter Changes!*

Hey all,
 
     So, suprisingly, every player holds on to life for another year. Edinburgh and Warsaw remained untouched. And the draw fails, but is reproposed, so since just about everyone has builds/disbands due, let's make the draw due tomorrow for winter. We also have two retreats needed. German A Ber can retreat to Pru or OTB. Turkish A Stp can retreat to Fin, Liv, or OTB. As usual builds can be made conditional based on the results of those retreats.

Winter:
Austria: +2
England: even
France: +1
Germany: -1 (or even if Ber retreats otb)
Italy: +1
Russia: even
Turkey: -2 (or -1 if Stp retreats otb)

Remember to vote on the FAI Draw, even if you don't have builds/disbands!
