Russia retreats OTB, thus giving himself a build in the Winter.

RETREATS:
France: F Western Mediterranean - Mid-Atlantic Ocean
Russia: disband F Sweden

ADJUSTMENTS:
England: Remove A London
France: Build F Brest
Russia: Build A Moscow
