Farsightedness: The Butterfly Effect states that a butterfly that flaps its wings in Malaysia could cause a typhoon in British Columbia. So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

We also have a proposal for a 4-way draw between Austria, France,
Germany, and Turkey. Italy would be marked as a survivor. Vote yes
if in favour. Any no vote, or any failure to vote means the proposal
doesn't pass.
It's close to the spring deadline, so unless the proposer tells me
otherwise, I'll ask for this vote again in the fall.
