I knew it!  I couldn't possibly get this out right at 8am.  I got pretty close tho, at 9:30...
 
Some pretty big swings here, as Austria and France go up a combined 5, while the only one to have to remove is England... due to an NMR.  Nwy and IRI will come off if not ordered otherwise.  Austria is spared from having to remove his last units, as Italy takes care of that for him.
