Apologies for the delay. Cory got sick and forgot to text one of us to take over. But as it turns out it was simply academic time-wasting as the vote for an AGI 3-way is successful (3 yes votes and 2 NMR's which count as YES due to missing votes). I am sure the survival is a relief for France and Russia since both looked done for.
