Oh dear...

Solo vote fails.

Italian F Gulf of Lyon can retreat to Piedmont or Marseilles.

And here's where it gets difficult (for me). Assuming Italy retreats
to Marseilles:

England: 8 Supply centers, 7 Units: Builds 1 unit.

France: 5 Supply centers, 6
Units: Removes 1 unit.

Russia: 1 Supply center, 2 Units: Removes 1 unit.

Turkey: 16 Supply centers, 14 Units: Builds 2 units.

If Italy doesn't retreat there then

England: 8 Supply centers, 7 Units: Builds 1 unit.
Russia: 1 Supply center, 2 Units: Removes 1 unit.
Turkey: 16 Supply centers, 14 Units: Builds 2 units.

...and Italy either removes one if they retreat to Piedmont, or
removes none if they retreat OTB.

Orders due Friday at 9pm GMT.
