3-way split of England, doesn't get much cleaner than that.  NAT comes off this winter, and our 3 remaing players each get a build... Austria doubly so.  Those builds due tomorrow / Tuesday!  3pm Central.  Also proposed is a 2-way AI, which we'll vote on this spring.
