Also, I had to input Austria's moves as "holds" so I could retreat the units in RP. But it's really a NMR. On the flip side, two other countries did fail to submit orders for one single unit each. So if you read the actual move set, that's why it reads like it does.

Hey all,
You guys don't like Austrians, or maybe repeat NMR offenders. Either way, Austria is dismantled by everyone who can reach them. But with Russians taking Ankara, and conflicts in Greece, this may be a case of getting free supply centers rather than a true alliance.
I do still give austria a chance to retreat. Trieste can go to Vienna. Both Bud and Ser can go to Rumania, but obviously not both at once. Since there is technically an option on retreats (which unit goes to Rum), I won't auto-retreat the units. We run retreats and builds together during the blitz, but retreats still come first, so builds can be made conditional based on retreats (for example, "If A tri retreats OTB build F nap, but if A tri retreats to Vie, build A Rom"
. This is a potentially more complex build season, so feel free to ask questions if it's unclear what's going on.

Austria: -3 or -2 (if rum is taken)
If Tri-Vie and one unit goes to Rum remove 1. If all units retreat OTB, remain even.
England: Even
France: +1 (+Spa)
Germany: +2 (+Den, +Bel) (But can only build one because only one home sc is open)
Italy: +1 (+tri)
Russia: +1 or +2 (+Bud, +Ank, possibly -Rum)
Turkey: +1 (+Ser, +Bul, -Ank)
