A-ha! Looks like Rome's east and west coasts were reversed in the map file!

A corrected .map file is at: http://mainecav.org/diplomacy/Imperial1840
right-click on imperial1840.map and save it over your existing one.

The Zip file is also updated and available at:
http://mainecav.org/diplomacy/rp-imperial1840.zip
