Sorry guys, feeling a little uninspired tonight. That's the best limerick I could come up with. =)

The Builds in 03 include two Russian armies, a Turkish fleet and army pair, and an army in Rome. The Disbands involved the English army in London, the Austrian army in Venice and the two French armies in Portugal and Gascony.

Please let me know if you spot any errors at all. Otherwise, we'll move into Spring 1904. I'll set the deadline for Tuesday, September 18th (11:59 PM GMT.)
