Farsightedness: The Butterfly Effect states that a butterfly that flaps its wings in Malaysia could cause a typhoon in British Columbia. So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

I did it again... there is an endgame proposal open for voting in spring 1907. It's a 3-way draw among England, Germany, and Turkey. Please be sure to cast your vote. Sorry for the short notice, I'll try to keep these in mind when I send out future adjudications.
