Farsightedness: The Butterfly Effect states that a butterfly that flaps its wings in Malaysia could cause a typhoon in British Columbia. So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

The Shipyards and Factories of europe are busy this winter, in fact,
those of every country have something to do... every one except
Britain, that is. Paul, despite being incredibly patient with me and
my abominable GMing this game (something you all have been and all
have my enormous thanks for) has NMRd. Please, If I missed your
orders, please let m,me know as soon as possible. Anyway, monday the
23rd will be our Spring '07 deadline.
