TURKISH THREAT UNITES ITALIANS WITH AUSTRIANS By SILVIO SARTORI
TRIESTE — When the Ottoman Empire denied Albania its independence, the conventional wisdom suggested that the whole Balkan region would provide such a distraction that the Sultan would have to abandon any attempt at Mediterranean hegemony. During the last two decades, however, the clearest signal has been not of Turkish decline, but Balkan instability.
With the recent independence of Bulgaria looking more and more
like a temporary aberration (sources within Constantinople suggest Bulgaria could be under Turkish control as early as this spring), the remaining question is which lost territories will be next on the Sultan’s list to recover.
The power vacuum created by Ottoman isolation created new
problems for the Austro-Hungarian Empire especially. Sharing borders with both Albania and Serbia- two extremely volatile states- has caused several alerts for Hungarian regiments. Now with the Young Turk movement’s expansionist tenets gaining support in Constantinople, many in Vienna are beginning to believe the best way to secure their Eastern border is to cede control of the Adriatic to the Italians.
In Rome the opportunity to end their decades of disappointing
and feckless efforts to assert control over their waters since unification has been elusive, to put nicely. Many of Garibaldi’s lieutenants had considered the naval strategy a choice between controlling trade routes between Africa and ports at home and vying for supremacy in the Adriatic.
Both sides have much to gain in the proposed alliance. First,
Italy could provide maritime stability to an Austro-Hungarian Empire that is more pressed to attend to concerns within the largely landlocked Balkan states. Second, the Austro-Hungarian Empire can provide substantial assistance to Italy against threats from north of the Alps. Third, the greatest advantage is the mutual support they can provide each other against a resurgent Ottoman Empire, which has made no secret they planned to reverse course on self-determination in the Balkans.

Diplomacy games may contain lying, stabbing, or deliberately deceiving communications that may not be suitable for and may pose a hazard to young children, gullible adults, and small farm animals.
