It has been suggested in several games I have played to get in preliminary orders near the beginning of the turn. You can change them at any time up to the deadline, and it helps prevent a NMR, in the case where you forget or cannot send your orders.

Diplomacy games may contain lying, stabbing, or deliberately deceiving communications that may not be suitable for and may pose a hazard to young children, gullible adults, and small farm animals.
