Everyone appears to be concerned about the size of their navy, as all powers with builds this year elect to build fleets, while Russia also constructs a pair of armies. Meanwhile, England disbands their fleet in Helgoland Bight and Austria disbands their army in Albania leaving them with a singular fleet in the Adriatic to defend Trieste.
