However, there is some business we need to discuss.
We have had a full two years of game play with very little happening as far as supply center changes. We have had many EOG proposals submitted and voted down repeatedly. I am ready to call this game a stalemate and finish it off as a DIAS with the remaining players. Per the House Rules for Diplomaticcorp.com under EOG proposals #5, I must declare that I am invoking the "No Substantial Change" rule and allow for an additional year of game play. The issue that I see is that we do not technically meet the criteria for this rule, since there have clearly been dislodging of units and supply centers changing ownership in the last two years of the game. Since it is clear that everyone wants this game to be over but there is no agreement on how it should end, and there have been only minor changes of supply center numbers, I think I should invoke this rule in this case.
Therefore, I am officially invoking the "No Substantial Change" rule. We will run this game to the end of 1950 at which point I will declare a DIAS with Germany, Italy and Turkey (unless any of the EOG proposals below are accepted). Along with your orders for Spring 1950, show me your strategy or plan to break the stalemate if you wish to continue playing this game. I will also consider a change of hands on three or more supply centers this game year sufficient change to continue the game. If you have questions or concerns, please contact me asap.
We also have three EOG proposals again. These are exactly the same as last time.
The First EOG proposal is for an Italy/Turkey Draw. This means that Italy and Turkey would be listed as winning and Germany as Surviving. A Yes vote is to end the game, and a No vote is to continue playing the game. A single No vote means we continue playing.
The Second EOG proposal is for an Italy Solo. This means that Italy would win, and Germany and Turkey would be listed as surviving. A Yes vote is to end the game, and a No vote is to continue playing the game. A single No vote means we continue playing.
The Third EOG proposal is for a Germany/Italy/Turkey Draw. This means that all three remaining players would be listed as winning. A Yes vote is to end the game, and a No vote is to continue playing the game. A single No vote means we continue playing.
Voting Details:
Each eligible player is to submit 3 votes with their Spring 1950 orders. If Proposal #1 gets 3 YES votes, that EOG proposal passes and the game is over without moving on to Proposal #2. If EOG Proposal #1 does not get 3 YES votes but EOG Proposal #2 gets 3 YES votes, Proposal 2 will pass and the game is over without moving on to Proposal #3. If Proposal #3 gets 3 YES votes, that EOG proposal passes and the game is over without processing any Fall orders. If Proposal #3 does not get 3 YES votes, Fall orders will be processed and we keep playing. If a player does not submit a vote on a proposal, it will be counted as a NO vote on that proposal(s). If any proposal passes, the game will end at Winter 1949.
