While I agree with your decision I find myself questioning the legality of it.
I know Doug said he had asked the TD for a ruling on the convoy so I am
unsure of the protocol there.  The rules say the TD decisions are final, but
there is no mention of the process followed to do so.  Doug made his feelings
clear, as did those of us who commented. 

I just want to be sure it all holds up.
