GM Notes:

Since this turn is a combination of Retreats and Builds, you may
submit Winter Orders (Build/Remove Orders) based upon how Italy or
France might retreat/disband.

For instance, Germany could submit the following:

If France retreats to Picardy, Build an Army in Berlin, otherwise
Build a Fleet in Berlin.

These conditional builds/removals can only be based upon the retreat
phase, not someones builds.

Also these doubled up phases can be costly if missed, because the
default a retreat is a disband, and the default for a build is to
postpone build. So, if France say, doesn't get his orders in, he
would lose Picardy and not be able to build. Hint to France... Very Happy
