NOTE: The end of 1905 and the beginning of 1906 marks the point at
which end-game proposals are now allowed, so here's a refresher on how
that works:
-A proposal can include one to all players as winners sharing in a draw
-To make a proposal, inform me of your wish to do so and it will be
proposed in the next adj, with a vote due the following adj.
-All surviving players have a vote; players can vote yes, no, or
abstain. For a proposal to pass, there must be no "no" votes and at
least one "yes" vote.
