Some issues have be raised over the last few days about some of the decisions I have made in??interpreting??the rules. I want to bring everyone up to speed on what is going on, and the status of these issues. First, I am very interested in players challenging me on the rules. I will not claim to be an expert, and I am learning more about the game this way than playing.






The first issue: I was questioned about my choice of removing the Italian unit in Tuscany in Winter of 1904. It was felt that the rules state a particular order for removing units, and it was not being followed. The specific rule is thisConfused?







If a country in civil disorder has to remove units, the units farthest




from the country are removed first. If units are equally distant, then





remove Fleets before Armies and then in alphabetical order by the




provinces in which they???re located.







Italy had three units on the board. Tuscany, Naples and Tyrrhenian Sea, with supply centers at Naples and Tunis. Since Naples was occupied and a supply center, it was not removed. The Fleet in Tyrrhenian Sea is one space away from an Italian supply center in Tunis. Tuscany is right between Venice and Rome, which are starting Italian supply centers. However in this case, both Venice and Rome are occupied by other players: Venice is under Turkey's control and Rome is under Austrian control (as of Fall 1904). This means that Italy currently consists of Naples and Tunis. Tuscany was the furthest unit away from the current Italian supply centers and was the unit removed.??






I did send out an email this week agreeing that there was a problem in this matter. I had not reviewed the issue carefully when I sent out that email. I since have talked with the player who??initially brought the challenge, and we have agreed that the correct decision was made in removing Tuscany.??






So this matter is resolved: Tuscany was correctly removed, the map will not change.






The second issue: I have not heard from Italy for any reason since the 1904 spring orders. There were no orders due from Italy in Summer 1904. I did not receive Fall 1904 orders from Italy after several reminders. Winter 1904 required a disband order from Italy and no orders were received. As I was updating the DC website with the status of our game this week after the winter adjudication, I listed Italy as being in Civil Disorder.??





A player other than Italy challenged the fact that Italy was placed in Civil Disorder on the website since Italy had not missed two consecutive major seasons (Spring and Fall).





This issues is resolved: I have removed the Civil Disorder status from the website for the Italian player.??





As far as I know, these are the only issues at the moment.??
